I´m in Bruxelles and have just seen a small boy peeing in public. All the adults looks at him and smiles…very strange!

I have been trying to solve the puzzle for quite a while now and can only get one sentence “Don’t wear your strange hat in your stroller while taking pictures of smoking dogs in the rain”…very strange.
